Safe, lawful and pharmacist-reviewed supply

Regulated Medicines

A product listing does not remove the controls that apply to a prescription or controlled medicine. This page explains the reviews and additional checks that may be required before a regulated medicine request can be supplied.

Last updated: 31 July 2026 Website: hrpharmacyus.com
Important supply principle

An order request does not guarantee medicine supply

A regulated medicine can only be supplied after all applicable prescription, legal, clinical, identity, stock and pharmacist-review requirements are satisfied.

OTC • Rx • II–V

Different controls may apply

Pharmacist assessment required where applicable

Prescription medicines and controlled substances are regulated under applicable federal and state law. The prescription status, controlled-substance schedule and supply rules applying at the time of dispensing will control, even where website wording, product categorisation or availability information appears different.

1

Purpose and scope

This page applies to medicines and FDA-regulated health products that are subject to pharmacy, pharmacist, prescription, controlled-drug or other regulated-supply requirements. It describes our general process and does not create an entitlement to receive a particular medicine, quantity, brand, refill or delivery method.

Requirements can vary according to the medicine, dose, patient, prescription, prescriber, location, funding arrangement and current law. A pharmacist may request more information or apply stricter handling where reasonably necessary for lawful and safe supply.

2

How U.S. medicine categories and controlled schedules work

In the United States, medicines may be sold over the counter, require a prescription, or be regulated as controlled substances. Federal controlled substances are classified into Schedules I–V; medicines that can be prescribed and dispensed are subject to the schedule, federal law, state law and professional requirements that apply at the time of supply.

OTC

Over-the-Counter

May be available without a prescription, subject to product labeling, age limits and other applicable restrictions.

Rx

Prescription Medicine

Requires a valid prescription and lawful dispensing by a licensed pharmacy professional.

II

Schedule II Controlled

Subject to strict federal and state controls, including prescription, dispensing, recordkeeping and refill limitations.

III–V

Other Controlled Schedules

Subject to controlled-substance rules that vary by schedule and may include additional state requirements.

Classification and supply requirements can change, and state rules may be more restrictive. Always rely on the requirements legally applying when the prescription is reviewed and the medicine is dispensed.

Official framework: Review DEA controlled-substance scheduling guidance and verify pharmacy licensing through the relevant state board of pharmacy.
3

Prescription requirements

A prescription medicine will not be dispensed merely because it appears on our website or has been added to a cart. We must receive or lawfully access a valid prescription in an accepted form before dispensing, unless a specific lawful exception applies.

A prescription may be unable to be used where it is:

  • expired, cancelled, already fully dispensed or otherwise no longer valid;
  • altered, incomplete, illegible, duplicated or reasonably suspected to be fraudulent;
  • missing information required for lawful dispensing;
  • issued by a person who is not authorised to prescribe the medicine in the circumstances;
  • inconsistent with applicable quantity, refill, interval, authority or location requirements; or
  • not available to our pharmacist through an approved prescription system.
Prescription information: General U.S. Government information is available on what prescriptions contain and how they work.
4

Pharmacist review and clinical checks

Where pharmacist review is required, the pharmacist may assess whether supply is lawful, appropriate and reasonably safe based on the information available. This may include checking:

  • the medicine, strength, form, dose, directions, quantity and refills;
  • allergies, pregnancy or breastfeeding information where relevant;
  • other medicines, interactions, duplication, contraindications or misuse risks;
  • the patient's age, identity, location and relevant health information;
  • the prescription's validity and any prescriber or authority requirements;
  • appropriate timing since an earlier supply; and
  • whether counselling, clarification or referral is needed before supply.

The pharmacist may contact you or the prescriber, request supporting information, recommend a different course of action, delay dispensing or decline supply. Website payment or automated order confirmation does not override the pharmacist's professional responsibilities.

5

Identity and patient information

We may need to confirm the identity of the patient, purchaser, authorised representative or prescription holder. Information requested may include the patient's full name, date of birth, address, contact details, insurance or benefit-plan details, prescription reference and reasonable proof of identity where appropriate.

Details supplied through the website must match the prescription and dispensing record. Contact us promptly if a name, date of birth, address, medicine or prescription reference is incorrect. Do not upload altered documents or use another person's prescription without lawful authority.

Where someone acts for a patient, we may ask for evidence of consent, authority, guardianship, carer status or another lawful basis before discussing or supplying sensitive medicine information.

6

Controlled substances and other high-risk medicines

Controlled substances and certain other high-risk medicines are subject to additional controls. Depending on the medicine and circumstances, these may involve prescriber authorization, refill limits, prescription drug monitoring programs, identity checks, secure records, quantity limits, storage requirements and restrictions on transfer, delivery or interstate supply.

We may not offer every controlled or high-risk medicine through online ordering. Where we do accept a request, supply remains conditional on all legal and professional requirements being met. We may contact the prescriber or regulator, check relevant monitoring information, require collection or another secure method, or decline supply where concerns cannot be resolved.

No guaranteed early or replacement supply: Reports of travel, loss, theft, damage, delayed delivery or running out do not automatically permit an early or replacement supply of a controlled medicine.
7

Quantities, refills and dispensing intervals

A prescription's stated quantity or refill count does not always mean that every supply can be dispensed immediately. Legal requirements, insurance-plan rules, prescription directions, refill intervals, previous dispensing events, stock availability and pharmacist assessment may affect timing.

We may decline or postpone an early refill, partial supply, increased quantity or duplicate request. Where a medicine is needed earlier than expected, contact the prescriber and our pharmacist rather than placing multiple orders or using more than one pharmacy without disclosing relevant supply history.

Repeats may need to remain within an approved electronic system or be transferred through a secure, lawful process. A screenshot, forwarded message or copied token may not establish a valid unused refill.

8

Electronic and paper prescriptions

Electronic prescriptions are an alternative to paper prescriptions. An electronic token or electronic prescription access does not itself guarantee supply; the prescription must be retrievable, valid, unused and capable of lawful dispensing through an approved system.

  • keep prescription references private and send them only through an approved HRPharmacyUSA process;
  • do not post prescription references publicly or forward them to unverified recipients;
  • tell us if a token has been cancelled, replaced, used elsewhere or received in error;
  • provide an original paper prescription where required; and
  • allow time for verification, transfer or prescriber clarification where needed.
Electronic prescribing: See the U.S. Government's current information about electronic prescribing.
9

Insurance and cash-pay prescriptions

Insurance coverage depends on the prescription, patient eligibility, formulary rules, prior authorization requirements, quantity limits and the patient's pharmacy benefit. If a claim cannot be processed, a medicine may be available as a cash-pay prescription, at a different price, or may not be available through our service.

Website prices and estimates are not final until the prescription and benefit information are reviewed. We may need current insurance, pharmacy-benefit or prior-authorization details. Any material price difference will be shown or explained before processing where practicable.

Cash payment does not remove prescription, controlled-substance, pharmacy licensing or other federal and state requirements.

10

Brands, generic substitution and shortages

The brand displayed online may not be the brand available when the prescription is dispensed. Subject to the prescription, patient agreement, relevant law and interchangeability requirements, a pharmacist may offer an equivalent brand. Substitution may not be permitted where the prescriber has directed otherwise or the applicable conditions are not met.

During a shortage, lawful alternatives may depend on stock, the prescription, prescriber approval, FDA shortage information and insurance-plan arrangements. We will not substitute a different medicine, strength, dose form or regimen merely because it is available unless lawful and clinically appropriate.

Brand substitution: FDA information about generic and brand-name medicines is available on the FDA generic drug information.
11

Availability, delays and refusal to supply

We may hold, cancel, amend or decline a regulated-medicine request where supply would be unlawful, unsafe, inappropriate, unavailable or inconsistent with our approved operations. Reasons may include:

  • an invalid, unavailable, altered, expired or already-dispensed prescription;
  • missing identity, patient, prescriber, authority or clinical information;
  • a suspected duplicate, excessive, early, fraudulent or unsafe request;
  • a need to consult the patient, prescriber, regulator or another pharmacy;
  • stock shortage, recall, quarantine, storage failure or unavailable approved brand;
  • delivery or jurisdiction restrictions; or
  • a pharmacist's professional decision that supply should not proceed.

Where payment has already been taken and supply cannot lawfully proceed, we will address the payment in accordance with the applicable order, refund and consumer-law requirements. A declined supply is not a diagnosis and does not replace advice from the treating prescriber.

12

Delivery, collection and handover

Delivery is not available for every regulated medicine or destination. We may require collection, signature, identity confirmation, an authorised recipient, secure packaging, a particular carrier, temperature control or another handover method.

  • provide a complete and secure delivery address;
  • ensure an appropriate person is available where signature or handover is required;
  • do not arrange unattended delivery where the medicine requires secure receipt;
  • collect parcels promptly and follow all storage instructions;
  • check the patient, medicine, strength, quantity and packaging before use; and
  • contact us immediately if the parcel is delayed, missing, opened, damaged, warm, frozen or incorrect.

Do not use a medicine where tampering, temperature exposure, product identity or integrity is uncertain until a pharmacist or other appropriate professional has advised you.

13

Safe use, storage and patient responsibility

Use regulated medicines only for the patient named on the prescription and according to the label, Consumer Medicine Information and instructions from the prescriber and pharmacist.

  • do not share, sell, trade, give away or transfer prescription medicine to another person;
  • do not change the dose, frequency, route or duration without appropriate advice;
  • do not combine medicines, alcohol or other substances without checking for interactions;
  • keep medicines in the original labelled container unless professionally packed;
  • store medicines securely and out of sight and reach of children and pets;
  • follow refrigeration, light, moisture and temperature directions; and
  • seek advice before crushing, splitting, opening or altering a dose form.
Medicine information: General U.S. medicine information is available from MedlinePlus.
14

Returns, exchanges and disposal

Medicines generally cannot be returned for change of mind or resupplied after leaving pharmacy control, because their storage, handling and integrity cannot be verified. Do not post medicines, sharps or controlled drugs back without written instructions from us.

Contact us where the medicine is incorrect, damaged, defective, unsafe, recalled or otherwise affected by a consumer-guarantee issue. We will provide instructions for assessment, collection, quarantine, return or disposal as appropriate.

Unwanted or expired medicines should generally be taken to a participating community pharmacy for safe disposal. Do not place medicines in household rubbish or wastewater unless official instructions say otherwise.

Safe disposal: See FDA information about the safe disposal of unwanted medicines.
15

Lost, stolen, damaged or missing medicines

Tell us promptly if a regulated medicine parcel is lost, stolen, damaged, opened, delivered to the wrong address or missing contents. Keep all packaging, labels, tracking information and photographs. We may need to investigate with the carrier, prescriber, insurer, regulator or police.

A replacement cannot be promised. A new prescription, prescriber approval, statutory declaration, police report, insurer process, regulator approval, lawful interval or other evidence may be required. Controlled medicines may be subject to particularly strict replacement controls.

Do not place a second order or seek duplicate supply from another pharmacy without disclosing the earlier dispensing or loss. Doing so may delay assessment and can create serious safety and legal concerns.

16

Dispensing records, monitoring and privacy

We create and retain records required for dispensing, patient care, stock control, controlled-drug accountability, insurance billing, quality assurance, fraud prevention, recalls and legal compliance. Relevant information may be checked against approved prescription, insurance, pharmacy-benefit or prescription-monitoring systems.

Information may be disclosed to the patient, authorised representative, prescriber, another treating health professional, prescription-exchange or dispensing system, government agency, regulator, payment provider, delivery provider or service provider where authorised, necessary or required by law.

We will handle health and personal information in accordance with applicable privacy obligations and our published Privacy Policy. Email and ordinary SMS may not be appropriate for sending highly sensitive or complete clinical information; use the secure method we direct where available.

17

Urgent medicine needs and emergencies

Online ordering and delivery are not emergency services. Do not wait for an online order, email reply or parcel where a missed dose, reaction, overdose, withdrawal risk or worsening condition may require urgent care.

  • For a life-threatening emergency, call 911.
  • For suspected poisoning, overdose or accidental medicine exposure, call the Poison Control on 1-800-222-1222.
  • For non-emergency medical questions, contact a licensed pharmacist or qualified healthcare professional.
  • For an urgent prescription or supply issue, contact the prescriber, a local pharmacy, an after-hours service or an appropriate health service.

Do not stop or alter a prescribed medicine solely because an order is delayed or declined without seeking appropriate clinical advice, unless emergency professionals instruct otherwise.

Changes to this Regulated Medicines page

We may update this page to reflect changes to scheduling, federal or state law, pharmacy standards, prescription systems, insurance-plan arrangements, delivery methods, product availability or our approved operations.

The version published when a supply decision is made does not override the law, prescription or pharmacist obligations applying at that time. Where this page conflicts with a mandatory requirement, the mandatory requirement prevails.

Safety alerts: Current drug recalls and safety alerts are available from the U.S. Food and Drug Administration.
